Blended finance

    ESG & Governance

The use of concessional public or philanthropic money to lower the risk or raise the return of a project so that private investors will also fund it.

Common tools are concessional loans, first-loss capital, guarantees and technical assistance grants. Convergence counted 123 blended finance deals worth about $18 billion closing in 2024. The key test is additionality: the public money should bring in private money that would not otherwise have come, using the smallest subsidy needed.
