Obligated entity (CCTS)
ESG & GovernanceA plant or unit that must meet a legally binding greenhouse gas emission intensity target under India's CCTS.
Obligated entities are large units in notified energy-intensive sectors. Each has its own baseline intensity, based on FY 2023-24, and targets for the compliance years. They must report verified emissions every year and surrender Carbon Credit Certificates for any shortfall. About 490 entities had final targets by early 2026, with around 740 expected when all nine planned sectors are included.
