    Intuition

A car factory emits far less than the cars it builds will emit over their lives. That makes the fuel efficiency of a company's vehicles, and its plan for electric and hybrid models, the core ESG and business issue. India's fuel efficiency rules for passenger cars tighten sharply from 2027, and a company that falls short will have to buy credits. Carmakers also answer for vehicle safety, for the batteries and minerals in their supply chains, and now for scrapping old vehicles.

    Indian rules to know

    • CAFE III (notified 29 September 2026): for April 2027 to March 2032, the fleet target falls from 113 g CO2 per km in FY 2026-27 to 78.9 g CO2 per km by FY 2031-32 for passenger vehicles under 3,500 kg. Battery electric vehicles count as three vehicles in the fleet average, plug-in hybrids and flex-fuel strong hybrids 2.5, strong hybrids 1.6 and flex-fuel vehicles 1.1. A new credit-debit system lets makers trade credits or buy them from the Bureau of Energy Efficiency.
    • PM E-DRIVE: a ₹10,900 crore scheme notified on 29 September 2024. Support for electric two-wheelers, e-rickshaws and three-wheelers ended on 31 March 2026, while support for electric buses, trucks and testing was extended to 31 March 2028.
    • End-of-Life Vehicles Rules 2025: from 1 April 2025, producers must buy EPR certificates from registered vehicle scrapping facilities.
